Hired by Unisys Consulting Belgium, I was assigned to the European Commission, Taxation
and Customs General Management (DG TAXUD) to provide project management services,
along with advice, guidance, consultancy, support and assistance to the officials, for the:
● management of the entire portfolio of DG’s VAT projects;
● management of the project teams (and/or supervising the subcontractors’ project
team), the project plan and all the project management procedures.
In this context, I fully exploit the opportunity to further and continuously strengthen, develop
and enhance my experience and my overall set of skills, among which worth mention:
● Management of multiple stakeholders such as the Member States delegates and
representatives (at both business and IT level), the Commission’s Business Units and
IT teams and contractors;
● Management of distributed teams;
● Problem-solving, negotiation and resolution of conflicts;
● Consensus building;
● Cost/benefits analysis;
● Procurement, offer, contract negotiation and management;
● Team playing;
● Communication, both written and verbal.

Task description
Contribute to the mission of the Taxation IT Systems sector (TIS), mainly supporting
Directorate C’s policy units and ensuring operations of the existing portfolio of all direct and
indirect taxation trans-European systems.
● Project Management of e-forms projects:
– Maintenance of the existing portfolio of distributed e-forms for Indirect
Taxation (VAT, Recovery) and their supporting tools (e-forms editor and
eforms viewer,) including operational follow-up
– Development of the Centralised e-forms for Indirect Taxation, including
liaison with the team in charge of the Direct Taxation systems and
applications on architectural aspects and functional synergies with the
related e-forms for Direct Taxation.
● Project Management of the Taxation Information and Communication project (TIC) for
the modules Core, Invoicing Rules Exchange, SCAC Statistics, VAT rates and VAT
refund.
● Project Management of the VAT Information Exchange System (VIES) and related
tools (VIES Initial Application VIA, VIES Testing Application VTA) and systems (VIES
on Web VoW).
● Project Management of Exchange of Payment Data (CESOP) technical study.
● Project Management and support to procurement of pre-studies.
● ITSM contractors follow up and horizontal contractor coordination:
– Follow up the activities of the ITSM contractors:
▪ Supervise the production of its deliverables and review their quality.
▪ Coordinate technical matters with contractors and other entities.
– Review Monthly Service report with its annexes.
– Review Monthly Consolidated Plan with its annexes.
– Review quarterly and annual reports on TIS sector activities
– Participate in the Coordination Monthly Meeting to coordinate necessary
planning, testing and deployment aspects between contractors to ensure full
transparency on project activities.
● Support sector’s planning and reporting
– Contribute to the project planning and related reporting activities:
▪ Integrate the planning information of the Member States and the
policy units into the project planning.
▪ Ensure consistency of project plans.
– Work close with ITSM contractors on the planning maintenance deliverables
(Monthly Central Project Plan, Master Plan).
– Prepare presentations on overall project status for different stakeholders.
▪ Report on the activities I’m involved in, and will ensure that the
sector leader is aware of any risks related to the project activities
I’m aware of.

The above activities entail:
● Manage and follow-up a project or set of projects in some or all of the project life
cycle phases (inception, plan, control and monitoring, closure); during the software
development phase of the plan, to manage and follow up some or all activities
(architecture, specifications, development, tests –including tests with Member States
or other partners1, etc.);
● Set up and enforce the respect of organisation, procedures and project office tasks,
raising warnings in case of non-respect of these;
● Coordinate the projects’ various stakeholders (DG TAXUD business and IT teams,
subcontractors’ teams, COTS providers, etc.);
● Enforce the quality delivery on schedule;
● Structure the information in ways that are appropriate to the target audience;
● Understand the technological aspects of the project, including the risks and the
success factors. Work with the help of solution architects/IT analysts only on complex
matters;
● Report on the project status (tasks progress, plan, actions, risks, issues, decisions,
changes, etc.) within DG TAXUD and/or with Member States or other partners;
● Escalate issues, in particular the ones with potential impacts on time or resources;
● Produce and/or review documents;
● Provide suggestions for service or methodology improvements;
● Participate in meetings with DG TAXUD, contractors, Member States and/or other
partners.
From the methodological point of view, in DG TAXUD I have gained experience in TEMPO,
PM2
 and RUP@EC methodologies.

I have gained extensive experience as a project manager conducting – with full commitment to
the project objectives – a number of projects of management information systems, decision
support systems and in process support systems for public administrations (over 10
years,mainly for administrative cooperation) and, to a lesser extent, private sector (over 3
years).
As extension of pure project management, also I took care of business/requirements analysis.
I gained problem-solving skills and negotiation that I fully exploited in the resolution of conflicts,
in the stages of acceptance of deliverables, also in commercial negotiations that I took care of
both with customers and with contractors.
In addition, from 2015 and in close synergy with the commercial reference for each specific

Last 5 years in Hyperborea I gained experience in projects related to document management
software developed on Alfresco platform.
