Position: HSE Manager – Package 2 / Line 3

ANM's contract worth $6.5bn includes construction of Line 3 of the metro, Qasr Al Hokom station and Western Station. The ArRiyadh New Mobility (ANM) consortium includes Ansaldo STS, Salini-Impregilo, Larsen & Toubro, Nesma and Bombardier. Larsen & Toubro and Nesma will provide civil works services, Bombardier will look after the procurement of the vehicles and Ansaldo STS will provide technology support services for the Line 3.
The Line 3 shall shall consist of:
•    26.7 KM Elevated
•    10.4 KM Underground
•    4.1 KM At Grade
•    No. 9 Elevated Stations
•    7 Underground Stations
•    4 Shallow Underground Stations
•    6 Park and Ride
•    2 Iconic Stations
•    2 Depots
Covering the role of Project HSE Manager with the following duties:
–    Administratively reporting to the Corporate HSE Manager and functionally reporting to the Project Manager.
–    Ensure the project complies with the company’s HSE policy and HSE rules and regulations. Advice the ANM Consortium line supervision and Subcontractors site managers of any shortfalls and gives recommendation.
–    Develop, manage and promote HSE awareness and Training at all level of employees. Assist in the identification of HSE training needs and carry out HSE training to members of the Project Management Team and Subcontractors as necessary.
–    Establish, participate and maintain effective communications, coordination and feedback systems between Consortium, Subcontractors and clients. Attend to all safety meeting as required by the client or Project Manager.
–    Carry out HSE audit and inspection of work areas to ensure compliance with regards to safe work practices and application of the HSE programs and ensure line supervisions are ensuring their subordinates HSE performance.
–    Ensure that Project Management at all levels is aware of their responsibilities for HSE. Advice, assist and encourage them to fulfill their obligations.
–    Interpret and advise on all HSE requirements pertaining to the project. Inform Project Management, employees and Subcontractors of existing and potential Health, Safety and Environmental hazards.
–    Recommend / enforce the projects disciplinary programs and strict compliance to company and project safety policies and procedures.
–    Ensure that effective investigations are carried out in the event of incidents and dangerous occurrences. Analyze incident data, report and make recommendations to Project Management to avoid recurrences.
–    Ensure that all necessary records are maintained and assist Project Management in the preparation of Safety Planning, Method Statements and Risk Assessments, etc., to identify hazards and recommend appropriate action.
–    Supervise and coordinate RAMS management included Safety Cases, Hazard Analyses, Fault Tree Analyses, Failure Mode Effect and Critical Analyses, Relex/Reliability Workbench tools.
–    Supervise Project HSE Personnel / Representatives and provide to them advice, guidance and other information as required to assist them in their duties and constantly assess Project HSE. Personnel / Representatives and provide training appropriate to their needs.
–    Stop any activity on site if in their opinion there is an immediate risk of injury to any project personnel, or the possibility of a dangerous occurrence happening.

Covering the role of Project HSE Manager with the following duties:
